Fire Prevention Day was begun by the Fire Marshals Association of North America, now part of the National Fire Protection Association (NFPA). The day was first proclaimed by President Woodrow Wilson on the 40th anniversary of the Chicago blaze The Holbrook Fire Department started their Fire Prevention & Escape Program in 1982 after a deadly fire in Holbrook known as the "Kenny fire" claimed the lives of 5 children in 1977. Elliot Fibel not only instituted the program in Holbrook but he took the program to a new level for Suffolk County. He used a scared straight method, and used destroyed items recovered from fires in and around Holbrook as props. He would use burned doors, and melted telephones to show children the destructive nature of fire. His direct terminology, and scare tactics were sometimes scrutinized for being "too scary" for children. Elliot felt that if kids didn't fear fire they would think it's ok to play with it. At the same time he emphasized that it's ok to fear fire, but you must not panic or hide if you are in one. He pushed hard for all families to have an escape plan and to practice it often. The Holbrook Fire Department Fire Prevention Program was featured on a TV show "Wonderama" in 1987 Fire Prevention Schedule
